Transport, congestion and pollution – panel discussion
High on Andy Burnham’s agenda, air quality in the region is at crisis levels. We are battling clogged roads, an unreliable rail system and the highest rates of asthma A&E submissions in the country. In this expert panel discussion, we will explore the role transport plays on the health of our population, what we can do to address the challenges we face and what emissions-based charging might look like in the future.
Q&A with Barry White, CEO, Transport for the North
HS2 and Northern Powerhouse Rail are billed as the answer to many of the Northern transport and infrastructure issues, but what is actually being planned and when we will start to see the benefits? How will Greater Manchester balance an ever increasing demand for travel with an ambition to be the first zero carbon region?
After lunch, Barry White, CEO -Transport for the North, will share his insight into the long term plans for Manchester and the North.

About the Speakers:
Adam has been working within the transport sector in Greater Manchester for almost 20 years. He supports local authorities and transport bodies to deliver their transformational and challenging projects and has been involved in Northern Powerhouse Rail, Stockport Station redevelopment, Cheadle Station, HS2, Northern Hub, the redevelopment of Manchester Victoria, Metrolink upgrades, Altrincham Interchange and a whole host of other local projects.
He is the Chair of the pro-manchester’s Transport & Infrastructure Sector Group and leads a team of Project and Programme Management Advisory specialists within Mott MacDonald.
Barry has a wealth of experience in delivering major investment programmes. Prior to his appointment at Transport for the North, he served in the Army, led major projects for construction companies and latterly was Chief Executive at Scottish Futures Trust where he led the organisation in improving the planning and delivery of a series of multi-billion-pound infrastructure investment programmes.
In his current role, he is responsible for transforming pan-northern connectivity in order to improve productivity and drive economic growth. He is leading Transport for the North as England’s first sub-national Transport Body, giving the North a strong, unified and determined voice on transport investment to benefit the region.
Nicola Kane is Head of Strategic Planning and Research at Transport for Greater Manchester (TfGM) and spends most of her time thinking about what the future might hold, as her team works to develop and deliver a new long-term transport strategy for Greater Manchester, covering the period to 2040 (www.tfgm.com/2040)
Nicola is a chartered town planner (MRTPI) and qualified transport planning professional (TPP) and joined TfGM in 2014 after 15 years of working in consultancy. She has wide-ranging experience in transport strategy and policy development and travel behaviour change. She’s now enjoying the opportunity to help shape the future of transport in Greater Manchester and is leading on work to develop a new “Streets for All” Strategy for the city-region. Nicola was awarded “Transport Planner of the Year” by Transport Planning Society in 2017 for her work in leading Greater Manchester’s 2040 Transport Strategy.
Cllr James Lewis has been Deputy Leader of Leeds City Council since May 2015.
He is also the Council’s Executive Board Member for Resources and Strategy. This portfolio includes oversight of the Council’s financial planning, corporate planning and policy development, digital agenda and sport.
Cllr Lewis was first elected a as a Labour Councillor to represent the Barwick and Kippax ward, now the Kippax and Methley ward, in Leeds in 2003. He has held numerous positions during his time as a Councillor, including being the Chair of Metro (West Yorkshire’s Integrated Transport Authority) between 2010 and 2015, and the Council’s Chief Whip.
Cllr Lewis has sat on numerous Council committees, including several Scrutiny Boards and the Council’s General Purposes Committee. He currently represents the Council on the Leeds Chamber of Commerce and is the Council’s LGBT* Champion.
Having spent almost 40 years in the bus industry, latterly as a Regional Director for Stagecoach UK Bus, Gary is now Chief Executive of OneBus representing bus operators who provide over 90% of Greater Manchester’s bus mileage.
He is keen to see improvements in bus patronage across the Region and believes that the best way of delivering this is through partnership with TfGM and the Districts who should do more to improve bus journey speeds.
